ROM (Read Only Memory) or the PROM (Programmable) was invented in 1956, the EPROM (Erasable) was introduced in 1971. Laser Optical Disks (CD-ROMS) were first invented in 1975 by Sony and in 1977 by Philips (independently). The first Music CD was produced in Hannover Germany in 1981, and was available for public sale on October 1st 1982 (Japan) / America on March 2nd 1983.
The CD-ROM specifications (Yellow Book) was finished in 1985. It was a joint venture by Sony and Philips.

ROM isn't really hardware or software. ROM is Read Only Memory, which could be software or hardware. Software can be read only memory if made that way, and so could hardware.
