If it was the Republic, there were two censors (I think) that ruled Rome, and these two censors basically governed Rome. (I also think that each censor could rule for only one year) If it was Empire, then there was elements of both Monarchy AND Republic, meaning that there was one monarch that controlled, but the power was limited by the Republic. If it was Decline, there was no ruler:) This is kind of a vague answer, and some of the stuff might be wrong if I remembered incorrectly.
