The Panamanian government took control of the country on November 4, 1903. The United States recognized Panama's independence on November 6, 1903.

When Panama rebelled against Colombia and won their independence with the help of U.S troops, the U.S recognized them as a free state immediately. This was because in turn, Panama would allow the U.S to build the Panama canal through the Isisthmus of Panama.

After ten years of construction, the Panama Canal was completed in 1914.
Roosevelt wanted to build a Panama Canal. Colombia refused to agree to a settlement for the Isthmus of Panama. Roosevelt assisted the Panamanians in revolting against Colombia. When Panama declared its' independence, the US was quick to officially recognize its' independence. The US then successfully negotiated a treaty with Panama to build the Canal.
By law, the US doesn't recognize dual citizenship (i.e. constitution prevents dual nationality) but somehow it always does recognize it.

Some three days after it seemed that Panama had established its independence from Colombia, President Roosevelt urged his secretary of state to grant diplomatic relations with Panama. This happened on November 6, 1903. The way was now set for a canal. Something that had been discussed some 60 years earlier in the US.
