No president has declared war on Britain. As a colony, the US fought for independence, but the government under the constitution was after that. In any case, Congress is the branch that declares war, and they have not done so.

1. 28th June 1914 - Murder of Austria-Hungry archduke Franz Ferdinand in Sarajevo by Gavrilo Princip a Serbian Student. 28 July 1914 - unhappy at Serbia's response, Austria-Hungry declares war on Serbia. 29th July 1914 - Due to her Alliance, Russia mobilizes to support Serbia. 1st August 1914 - Due to the Alliances, Germany declares war on Russia. 3rd August 1914 - Germany declares war on France. 4th August 1914 - Germany invaded Belgium using the Schlieffen Plan. Britain declares war on Germany. 5th August 1914 - Austria-Hungry declares war on Russia. By 12th August - France and Britain declare war on Austria-Hungry. (Might as well sum it up into a time line of chaos)
