Leandro is a North Carolina court case that has been twice upheld by the states supreme court. It determines that every North Carolina child has a Constitutional right to sound, basic education and defines what that is. The Court also held that while the right does exist, the State does not have the obligation to fund that education.
The Court held that every child in North Carolina has a constitutional right to a "Sound, Basic, Education", but that it is not the State's obligation to provide or fund that education. The Court and the State agreed that the best way to determine if the standard was being met was through State End-of-Grade tests (EOGs) at the elementary level, and End of Course tests (EOCs) at the High School (Grades 9-12) level. Further the Court held that a score of Level III was needed to be considered passing. This was different than the standard that the State wanted to be considered passing, a Level II.
