He was in exile from 1914 to 1921 minus the 100 days. Exile not prison because he had his persoal servants and retinue. While on Elba he had full control of the Island and retained the title of Emperor. He broke his parole there and was considered a flight risk and outlaw thereafter which is why his second exile was remote, secure, supervised and restricted. He still had a personal staff and retinue but was granted limited movement and was stripped of his title while on St. Helena.

It was not a prison, but a palatial estate. He was not a happy camper on St. Helena, and provided the governor with frequent correspondence regarding his status and lack of privilege which was politely answered and then dutifully ignored.
