The Tartars placed pieces of beef under their saddles while they rode to be eaten raw and in the 19th century German immigrants brought a dish called Hamburg style beef. History gives several accounts of when it was first served. One states it was in 1904 at the St. Louis world fair made with a cooked patty with a hard roll. Another is that Louis Lessen served the first one in his lunch counter when a customer wanted a fast sandwich. Two other accounts date to 1885 at another fair. One is Charlie Nagreen in Wisconsin and the other is in NY. The Library of Congress has given the credit to Louis Lessen.
