Well, the year a student goes into in English school actually depends on when their birthday is in the year. So, for a 16-year-old, if that person's birthday was before 1st September the year they were born they will go into Year 12, the first year of Sixth Form (should they choose to go into Sixth Form at all as this is currently optional). If the person was born on or after 1st September the year they were born, they will go into Year 11 instead. This is because the school year in England starts in September, hence the 1st Sep cutoff point for age.
