ANY year that has a carburetor intake manifold available to install on the block/heads.
It's a small block 400. '76 - '80 I beleive but don't quote me on the years.
Although I do not know the answer you need to be more specific. There is more than one small block Chevy. There is the 262, 265, 283, 302, 305, 307, 327, 350, & 400. All of these were small blocks made at different times, but they do not all weigh the same. The basic block weights approximately 181. The weight differences through out the years for the bare block did not vary more than a few pounds.
Any small block Chevy that's older then 1999 will bolt right to it.
The turn signal flasher on all years of Chevy Celebrity models is on the fuse block. The fuse block is at the bottom of the dash to the right of the steering column.
Most 300's have no adjustment. It's just torque down the nut(bolt on newer years). There's aftermarket adjustable kits available.
Vehicles for both model years with the V6 or the small block V8 will have the NV3500. The NV4500 will be on vehicles with a big block V8 (I.e., the 454SS). So long as you're not mating the 3500 to a big block, and both vehicles have the same drive configuration (either 4x2 or 4x4), the swap should be seamless. A 3500 will bolt up to a big block, but was not built to handle that much torque.
yes, they use the same block design and block mounting though those years. you would just need motor mounts for a 97 as thickness and offset differ slightly.

All Chevy small blocks and big blocks would "fit" into that 88 but, you will have to deal with fuel delivery.
