Yes they can. They are pretty much a direct swap. I have heard a rumor that on a olds cutlass supreme, there is one bolt that is different in between the 2 years. But other wise, if the car is the same model, it will work.
The 2.8, 3.1 and 3.4 are all the same block throughout all years. The only thing that really changed was the style of head, the intake, and a roller camshaft. It should be a direct swap for what you are wanting to do however.
