Because we didn't start the count at the year 1,000. We started at 0. So the year 127 was in the first century (the first one hundred years), the year 1450 was in the second century (the second set of one hundred years), so on and so forth.

The years 0 thru 99 is the 1st century. The years 100 thru 199 is the second century. It sounds weird but 0 thru 99 is the first century that we went thru and 100 thru 199 is the second century that we went thru. Therefore 2000 thru 2099 is the 21st century that we are going thru. You have to count the century before it as time past. It used to confuse me too.

1603 is in the seventeenth century. (You might think it should be in the 16th, but the 1600's are in the 17th century is because there was no zero-th century. The first century ran from year 1 to 100. years 101 through 199 are in the second century; years 201 to 299 are in the third century, etc. People like to argue about what century 100,200,300,.. 1600 are in.
The first century consisted of the years 1-100. So the second century consisted of the years 101-200. Then so on and so forth. Most of time it is easy to think the century should better reflect the years but that isn't the case because of the way it had to begin. That is why 1901-2000 was the 20th century and now we are in the 21st century.
