I would just say a 'carriage driver', or just a 'driver'. This can get a bit confusing, however, as most people think of a person who drives a car when you say 'driver'. Here's a definition for you, anyway:

Conductor is someone (of Thomas the tank engine) who waves the flag and a train driver is someone (Argo) who drives a train. You can't drive a railway it is solid and part of a buildings and unless ur have super powers than thats impossible.
