if the desktop is not coming up or on it can be several things if its not coming up when its powered on it can be a corrupt windows file holding the start up process. if its not powering on at all then it can be a short either in the usb,harddrive, etc. or the power supply could be shot it could be other hardware that is dead and not allowing it to function.
