In single battles you should use defense form, it is the jack of all trades for attk, def, s. attk, s. def.

In double battles you should use attack form, because it is really strong and have a clefairy or something like that that uses Follow Me so that the attack deoxys can have a chance to show its strength. I note that, as everyone might know, in attack form the defense just sucks so use Follow Me to keep him alive as long as you can.
