At the risk of sounding waggish...and as long as we're talking about correct English usage...it's "neither IS wrong". (Substitute "neither" with "not one" and you have to use "is".)

I would suggest that you use 'neither are correct' as 'not this one nor that one are correct' implies a plural. I can't understand why you would substitute 'neither' with 'not one'.
