I haven't heard every punk band out there, some cite Pennywise for their speed, I don't know, but I would suggest check out DISCHARGE on their album 'HEAR NOTHING, SEE NOTHING, SAY NOTHING' which is now also included in its entirety on a compilation of Discharge's best hits. Many of the songs are very fast and heavy for the time it was produced and the intensity is brutal. Bands like Metallica saw Discharge as an influence and did a cover of one of their songs 'free speech for the dumb.' They were the punk answer to Motorhead. Check out their sister band also 'BROKEN BONES' (some of the same people are in both bands) many of their albums of the last ten years have similar speed and intensity and they are brilliant both on album and live in concert where they usually blast the hell out of whatever hall they are playing in. The skill level of the musicians is awesome.
GBH on their album 'CITY BABY ATTACKED BY RATS' should also deserves a listen. I used to use both of these albums when working out on an exercise bike and they had me peddling extremely fast, great music to workout to. There may be faster out there, but as I said I haven't heard everyone out there.
