The relay is sticking or the horn button on the steering wheel is going bad. Most likely it is the horn button.

check neutral safety switch, or it is possible that a bad ignition switch could cause this...or loose or broken wiring!!
chances are good in your 1996 Chevy lumina if there is a slight tapping noise, check the oil. it may be low, or you may need to add a thicker additive. good luck!
The 2001 Lumina has the OBDII system. The only way to access the data is with an OBD2 reader (about $120 ) from any FLAPS (Friendly Local Auto Parts Store) Or you could take the car to a dealer and pay them to read the codes. Purchase the Haynes manual for the Lumina so you can look up the codes and figure out whats wrong.

Try looking at replacing the crankshaft position sensor, i had a similar problem with my 92 lumina and i traced it back to a bad crank sensor.
