It sounds like the wiring harness has been disconnected or severed. Start at the lights and work back along the wires until you find the connector. If you don't find a problem between the lights and the connector, it may be further towards the front of the car.

That would depend on the car. Most cars with trunks would take the spoiler, assuming it's a rear spoiler, on the trunk lid. Make sure you move the trunk insulation and carpet out of the way so that the hardware mounts on the metal or trunk surface. After you have it mounted, remember to check the hardware after a day or so of driving to make sure it hasn't loosened up.
