May just be jammed. You could of cocked it more than once so there might be to many balls loaded so its stuck.
If you are talking airsoft, it may be that your fuse is broken. but other than that thats all I can think of. my friend is having the same problem, after unboxing it and to disappointment it doesnt fire.
Airsoft weapons do not fire real ammunition.
Usually the voltage level of your gun's battery defines the rate of fire. There is also different motors in airsoft guns.

AIRSOFT guns are not intended to fire anything but soft BBs- AIR SOFT.
beware you need to get one that is designed for that type of fire using the wrong type could make things a lot worse
