To my understand, the Japanese flag wasn't designed by someone directly. In the past, the symbol was used by different significant people throughout Japan's (political) history. So, when it came time for a flag to be made- this (old) significant image of the rising sun was used. It was the Prime Minister who set the motion in action for it to be the Japanese flag.
The red circle in the middle of the flag represents the Rising Sun. The Japanese associate the rising sun with the sun coming up over Japan and guiding its people to their destiny.

I do know that the red on the Japanese flag stands for the sun, the great sunshine. However it is debatable that the white in the background of the flag stands for and represents the people of its nation.
