When Juliet wakes up, Friar Laurence tells her to wait for her romeo to come to rescue her and take her to the neighboring town.

Friar Lawerence's plan was for Romeo to take Juliet away to Mantua with him where they could live together.
His message to Romeo was not delivered, so he has to assists Juliet when she wakes.
When Juliet wakes up her family members are in the tomb with her.
It is chance that Romeo is the one who reads the list to the illiterate servant. It is chance that Friar John cannot deliver the letter from Friar Lawrence. It is chance that Romeo finds Paris at the tomb, and chance that Romeo dies before Juliet wakes up.
The Friar gives Juliet a potion which gives her all the signs of death, no pulse, cold skin, slowed breath, which she takes making her family believe that she is dead. She is put in the Capulet family tomb, and Friar John was asked to deliver news of Juliet being alive to Romeo, so Romeo can come just as Juliet wakes up and whisk her off to Mantua with him. At least that was the friar's plan. Unfortunately Friar John gets caught up in traffic so to speak, so when Romeo hears that Juliet is dead, he immediately heads for the tomb, arriving while she still sleeps, and kills himself. She wakes up, finds him dead, and kills herself also.

Friar John was supposed to deliver a letter to Romeo about the plan, but the Plague stops Friar John from completing the delivery, so Romeo sees Juliet and believes she is truly dead. He then kills himself and Juliet wakes up to see Romeo dead so she stabs herself.
Because Friar John failed to deliver the letter, the plan to unite the two lovers went wrong, and Romeo thought Juliet was in fact dead. Therefore, he killed himself, and when Juliet woke, she killed herself to be with Romeo.
Friar Lawrence went to the tomb to get Juliet out of there because she was about to wake up and he did not want to leave her awake, surrounded by corpses. He was going to bring her to his cell until Romeo can come and get her.
