If a parent placed a child in someone's care, while knowing the person or the home was unsafe, the parents could be accused of neglect for the well-being of the child.
But, if a parent had no knowledge the babysitter was abusive, the parents shouldn't be held accountable. For example: A woman allows the father of her child to take the child for a weekend visitation. He in turn takes the child to his girlfriend's house, where the girlfriend abuses the child. The mother is notheld responsible.

First off once 18 years of age that child is no longer a minor, but an adult and can leave the house at any time. Parents who keep their children from the outside world and do not provide them with an education; feed them properly; clothe them or give them good medical attention are abusing their child.
