That depends on the size of the dog and how much fur it has. A small short-haired dog would probably be uncomfortable in the cold, but as much as a human with no coat. Of course, most animals would be very cold if they did not have enough protection and it was cold enough. A large dog such as a husky that has a lot of fur would probably not feel the cold at all.

A dog's nose should be cold. It can temporarily feel warm if kept in a hot dry house / apartment. The nose and ears can stay hot when the dog is sick.
