Under popular sovereignty, decisions about slavery would be made by the settlers in a territory. There were different viewpoints about when the decision should be made; some felt the decision shouldn't be decided until a territory was approaching statehood, while others wanted it to be decided earlier.
Hawaii plantation owners were said to have asked the US for statehood but that is incorrect. They wanted the islands to remain a territory so the owners could import cheap labor. The other states could not do that.
It was an Indepence Movement formed in part because of the Statehood of Alaska and Hawaii. Some in Puerto Rico wanted to then and still do today prefer Independence or the Status Quo to Statehood. Statehood is seen as a irrevocable movement.
Hawaii was already a territory of the united states and since most residents were born in Hawaii they were American citizens. The people of Hawaii wanted voting rights, so they campaigned for full statehood.
The North had a majority in Congress and was able to pass laws which favoured them. As the new territories came up for statehood, the South wanted as many of these as possible to be slave states, to strengthen their position in Congress.
