The type of refrigerant that an E 34 needs is R12 refrigerant. It is absolutely necessary that you do not put any other type of refrigerant into a R12.
NO if your puting refrigerant in your system yearly that means you have a small leak some where and it needs to be found.. if your service tech says this is normal he or she needs to go to school for HVACR...

But with the discovery that freons destroy the protective ozone layer of the atmosphere it has again become necessary to seek new refrigerants, most of the current options are slightly flammable!Another challenge was to develop seals for the pumps that compress the refrigerant that won't fail prematurely, allowing possibly toxic or flammable refrigerants to escape. Albert Einstein invented an electromagnetic pump with no moving parts (thus needing no seals), but the invention of "safe" freons made this unnecessary (however it later found use in liquid metal cooled nuclear reactor designs).

You need to have the licenses to purchase any of the refrigerants you specify. Just the A/C Licenses is not enough. There is special training necessary to get the proper EPA permits to purchase and handle them.
Your air conditioner should have a built in thermostat and cycle as necessary. The air conditioner takes a little while to reach peak efficiency. Once the room is cooled it will cycle on and off as necessary. If you manually cycle the air conditioner, you are greatly reducing its efficiency.
