The ozone layer is not a single place or altitude. It is a rare gas in the upper layers of our atmosphere. When any object passes through the atmosphere, the gas it is traveling through moves around it. The gas returns to the normal mixture within a few minutes.

Ozone is everywhere in the upper levels of our atmosphere and the passing of a rocket through the atmosphere has no noticeable affect on the levels of ozone.

As long as sunlight and oxygen are in the atmosphere, we will have ozone.
