If you are in the soldier's chain of command: You should first talk to the soldier and ask him questions about how he is currently doing, if there are any problems at home or if he has any injuries. Some signs of substance abuse can also be signs of stress, family problems, or a mental/physical injury. If he states he doesnt have have a problem stated above, talk to other soldiers in his squad and buddies that he hangs out with, they may also notice a change in his behavior and give you some clues.
