Assuming there is one reference mark on the rotating object to start with, a strobe tuned to exactly one half times RPM will show only one reference mark, i.e. one every other revolution.

How can you measure electric motor RPM without a strobe?

Two methods, one uses a dial that is held in the center of the revolving shaft and is directly read off of the dial face. The second method uses a strobe light. The light is focused on the shaft and the dial on the strobe is turned until it looks like the shaft has come to a stand still. The RPM is read off of the meter face of the strobe light.

Why can aluminium jam radar?

Radar waves can pass through many substances (they appear transparent like glass) but are reflected efficiently by metals (which act more like a mirror to radar). Thus if you want to confuse a radar system you can scatter a mass of thin, light aluminium confetti in the air and this will appear as a fog, hiding the target (your plane) from the enemy. Aluminium is used because it is a light metal that can be made into thin sheets or ribbons (aluminium foil).

What is a stroboscope?

It's a calibrated flashing light used to measure the rotational speed of, say, a spinning motor shaft. Like the timing light used by mechanics on a car. The strobe is variable, and it can be "run up" until the flashing light on the spinning object causes the object to "stand still" and not appear to move. Then a peek at the readout of the strobe, and the user will know how fast the object is turning. Note that the shaft doesn't stop turning, but the strobe flashes and it illuminates the same spot on the shaft with every rotation, and that's what makes it (the shaft) appear to stop moving. All the operator need to be concerned about is avoiding a harmonic. If the strobe is flashing at exactly half the speed of the shaft, it will be illuminating the same spot on the shaft each time it flashes, but the shaft will actually have turned twice instead of once. But a good operator can avoid that.
