Will turning off electrical circuit for three to four hours a day save electricity on hot days?

Turning off any unnecessary electrical equipment will save energy - no matter what the weather is ! The trouble is - many people prefer to leave TV's etc on 'stand-by' rather than switch them off completely. Even if a TV is on stand-by - it's still using electricity - since the circuit that checks for a signal from the remote is still active !Boiling a cup of water in the microwave (instead of using a kettle) uses much less electricity !

What is the circuit that consumes electricity while turned-off?

It is a standby circuit, used in older tv's it was called "instant on". This is when transistors were in their infancy and most tv's still used vacuum tubes. The time period for them to warm up was about a minute. Instant on television circuit seemed like a great step forward. Now it is considered a power wasting circuit.

Is there a way to table mount a tv once removed from the wall and where to get the tv legs?

If it is a newer LCD or Plasma Television the TV should have come with a stand, or as you call it legs, it would have been in the original box with the TV. If you still can't find the original stand, you should probably contact the manufacturer and have them send you another one.

Is it true that leaving a TV blender can opener etc plugged in still uses as much electricity as using it?

Kinda-sorta, but probably not.Anything that has a stand-by mode, a built-in clock, A LED shining or anything like that will use a littlepower as long as it's plugged in.It'll use a lot more power while actually being used, but it's possible that all that time on stand-by together will require as much energy as a few moments of usage.A blender or a can opener are usually simple devices that don't have any clocks or indicator lights, so they are quite unlikely to use any power while in stand-by mode. A TV however will pull a few watts even if it isn't turned on.
