Spain kept an army in Mexico and Bolivia to protect its mines and kept control in those areas. However, in Mexico, guerrilla bands constantly sprang up in Mexico to pester the army. General Iturbidi became the Spanish Viceroy and worked out a peace accord with the rebels. Everyone agreed. Then Iturbidi seized power for himself and Mexico became independent. So the key to Mexico's break with Spain was Iturbidi's treachery.
