Practically, a loom is used for weaving. Knitting is accomplished on a knitting machine or completed by hand using knitting needles.
Books such as Loom Knitting Primer: A Beginner's Guide to Knitting on a Loom or Big Book of Loom Knitting are available for purchase, and may be available at your local library. Some cities also have museum and/or libraries that may contain such guides.

It will depend on the size of the poncho, but I would probably do it on the long loom or a knitting board. The final choice also depends on the weight of the yarn used and the desired garment size. Most loom knitting patterns specify what size and type loom to use. I have seen patterns that called for straight looms and round looms.

To make tube yarn, you can use a knitting machine or a loom to create a hollow tube of fabric. This tube can then be cut into strips to make yarn.
