The parents of Moses were Amram and Yocheved (Exodus ch.6). They wanted to raise him but were interrupted in doing so, when Pharaoh's daughter took his bassinet of reeds out of the Nile and decided to adopt him: a matter in which Amram had no say and could not contradict. Nonetheless, Pharaoh's daughter allowed Moses to remain with his parents for the first couple of years (Exodus ch.2), so we see that his father never willingly parted with him.

According to traditional chronology, Pharaoh's daughter first picked Moses up in the year 1392 BCE.
