When you are in the underground tunnels below the Hub, a monster will attack. Use the vine, and it will lasso the overhead steam pipe and repel the monster. Get the vine from atop the storeroom annex (left of the Living Quarters). Get the robot crab from the Living Quarters doorway, and the robot Sprocket from inside Sully's. You need all three before you can go underground through the Hot Hatch.
