The baptism in the New Testament is baptism for believers. Only believers should be baptized.

Read these verses from the book of Acts:

Act 8:36 Now as they went down the road, they came to some water. And the eunuch said, "See, here is water. What hinders me from being baptized?"
Act 8:37 Then Philip said, "If you believe with all your heart, you may." And he answered and said, "I believe that Jesus Christ is the Son of God."
Act 8:38 So he commanded the chariot to stand still. And both Philip and the eunuch went down into the water, and he baptized him.

People can be baptized in two ways either in child baptisim or in water babtisim when they are adults. A candidate for baptism must first confess their faith in Christ (Acts 8:37). An infant or very young child can't do this with understanding, which makes infant baptism a very dangerous practice in that it has no efficacy (John 1:12). Only those who are old enough to know what they're doing (and why), and have come to believe in Jesus as the Son of God should, or even need to, be baptized. Until they are old enough to understand sin and its consequences, children are not held accountable (Matthew 18:3).

Most Christian denominations accept that anyone can baptise.

The Catholic, Orthodox, Anglican and Armenian Communions regard baptism as a sacrament that should normally be administered by a priest or deacon. However, if there is a risk of death, anyone can baptise although it is necessary to invoke the trinity for the sacrament to be valid. The words are "I baptise you in the name of the Father, and of the Son and of the Holy Spirit".

Baptist Churches baptise only adults by immersion. Normally adult baptisms are carried out by a minister, although the church may appoint another individual to do so. This is especially true where the minister has a disability that prevents him (or her) immersing an adult in the baptistry.
