Of course it is. Many of the horrible things that happen directly as a result of war, and participation in war, are not crimes. There are guidelines and understandings about what is acceptable and what is not acceptable behavior during war. Over and above that, there are actions that are considered criminal, and the fact that these acts are done during war time does not permit or excuse them. For example, the Jewish Holocaust was criminal to an unimaginable degree, and it was more than legitimate to hold people accountable for that, independent of war activities. If anything the world should be embarrassed that we were not more aggressive seeking out and prosecuting those responsible. Mass genocides are never acceptable whether there is a declared war or not.

Feminism (called the "Women's Lib Movement" during the 60's) & the Civil Rights movement (racial integration), along with the growing same gender rights movement were clashing directly with traditional America...a traditional America which called for war against communism and the resulting war in South Vietnam. The new movement people of Feminism, Civil Rights, etc. wanted NO PART of the "traditional American's" war. Sometimes referring to the Vietnam War as the "White Man's War" by some of the Civil Rights people. To simplify the answer: Almost anything that is acceptable today, was not acceptable during the 1960's. When "your" side has the least casualties, that's an acceptable kill ratio. If "your side" has too much (too many) casualties, then "your side" either wants "revenge" (to get even), OR leave the field altogether (quit the war).

It's acceptable to kill in war because you're defending you're country and you don't have the intention of killing someone. The intention is to defeat the country by any means possible in a way that defends you're country honorably and you may have to kill people in the process.
