I would do something crative like after 13 minuets, or something. Or as soon as everyone is hungry. Or when every one is done (for the moment) dancing.
For your 13th birthday party in winter it would be a good idea to have a gathering at home. Invite as many people as you like. Another good way to have a 13th birthday is to have a themed party like Hawaiian luau or Disney characters.

A luau for a 13th birthday party in February may not be ideal in colder weather. However, blow up palm trees and plenty of sand can make the party fun.

A beach party? Go to the beach in the afternoon and bring a loud portable speaker and have a beach party? Bring s'mores ingredients or sparklers. If you don't live near the beach then you can go have a movie marathon at your house with popcorn.

If the daughter in question is creative and likes painting, a possible place is Artypotz, in Castle Road, Southsea, Portsmouth. Each guest picks a piece of pottery from the shelves and paints it, and the people there will put the finished pottery in the kiln. A few days later, you can collect the items and deliver them to your party guests - you must have at least 8 guests. The person whose birthday it is gets a special gift - a box or plate with their party guests' thumbprints on it. Drinks are provided, but you have to bring your own snacks. I had my 13th birthday party there - it was great!
