You can not get the pups to. I have tried and searched it up and the only way to have pups with you is if you carry it in your mouth, but you can only have one in your mouth at a time.
The second quest in WolfQuest is where you and your mate look for a den, mark your territory, and protect and raise your pups.
If by runt you mean pups, yes. But the game distributes pups as even members - there are no runts... unless you kill one of your pups. ^^;
