After you beat the elite four (and champion) and see or catch every Pokemon in the sinnoh pokedex' you will obtain the nation pokedex at the professor's lab. Then go to sandgem town and surf down and to the right until you get to pal park. now go inside and save. Put pearl in your ds and also put fire red in your ds. On the title screen, select migrate from fire red. Choose 6 Pokemon from your PC in fire red. Now at the title screen select your profile and talk to the guy at the end of the pal park building.
