It depends on the mother rat. If she trusts you after giving birth, than you may be able to touch a baby rat the same day it's born. Being able to handle them as early as possible allows you to check to see if they're feeding and check their overall condition. Otherwise, you could wait a day or two before touching them, especially if the mother rat seems wary. It is also advised that you handle the baby rats as often as the mother rat will allow, so that it'll be easier for the babies to bond with and trust humans.
You can touch a newborn Guinea pig just after a hour. This will tame the newborn Guinea pig quickly, but don't touch your newborn Guinea pig too much. This will cause stress to the baby and it may affect the babies health.
When it starts to grow fur. You don't want to touch it too early, or the mother won't think it's her baby.
6 weeks is at the beginning of when you can start taming a newborn gerbil, so therefore it is about 7 weeks including the taming process. :)

You shouldn't touch a rat until about 3 weeks, and that's only really if you have to, but you can play with it occasionally by just petting it. And giving it something to climb in, in the cage.

well, actually it is better wait..... if you don't the older rat might actually EAT the little baby, this is common with almost all rodents. so i would wait until it has fur, looks stable enough, and is independent on its own.
Ummm . . . yes, the baby rat is a rat, but maybe you mean what are they called . . . A baby rat is called a puppy or kitten, a female rat is called a doe, and a male rat is called a buck.
