A circle graph may be used when there is some meaning to the total of the observations. It may be a sensible option when there are at most seven sectors, none of which are too small.

You can use a bar graph when you are working with numers. :)

A circle graph intends to show percentages as looking at it from the point of view of the size of the slices of pie to show differences in the subject of the graph. Bar graphs use height to show how much there is of something. Either a bar graph or circle graph. A lot of other graphs would work such as pictographs, but those two serve the purpose well.
You use a circle graph when you need to find percentage and/or degrees.
