You need to check the vacuum lines for the a/c system for leaks, breaks and loose ones first.......
most likely there is a vacuum leak. check the vacuum lines leading from the intake the the interior heat and a/c control. look for cracks around the vacuum lines. check the vacuum canister and check valve.
Check for a broken vacuum line by the battery. These lines get brittle and break with age.
The 1984 Buick uses vacuum lines to change air flow from defroster to ac vents. Check the entire vacuum system for leaks.

You need to pop your hood and check your vaccum lines should be by the passenger side should be little tubes and stuff with a TT piece maybe running by your engine or possibly into your firewall !! - Phat-Boi
there is no vaccum to your control panel, check from engine area a small little some are gray lines under hood to fire wall check for woren spots or broken lines to fire wall then inside under glove box check if all hoses are good and hooked up not getting vacum to unit or bad control unit take out of dash and take vacum lines of with car running should have vacum in one line, good luck! Also check under the driver side dash, there is a round valve with a lever for the vents. Check to see if the lever is connected.
