No, in fact, on May 6, 2009, Governor John Baldacci of Maine became the first US governor to sign a same-sex marriage bill into law. The law was set to take effect within ninety days. However, a group opposing the law succeeded in having the law effectively repealed by voter referendum ("Question 1") on November 3, 2009. Later, the matter was again put before the voters in Maine, who reversed their decision and voted to permit Maine to begin issuing marriage licenses to same-sex couples beginning November 6, 2012.
