Cleopatra's father actually gave her the right to rule Egypt along with her brother. They were to be co-rulers under the terms of his will. They had a falling out and Cleopatra had to go into exile. Now here's the tricky part. Julius Caesar arrived in Egypt at the time of the rift between Cleo and her brother. Rome had been made the protector of Egypt and as Caesar was Rome's representative, he stepped in to try to make peace. It didn't work and the Alexandrian war broke out which resulted in the death of Cleo's brother and Caesar establishing Cleopatra on the throne with Rome's backing and protection.
