Frankfort was not established as the capital of Tennessee until 19 days after the state was admitted to the Union, on June 1, 1792. On June 20, various localities competed to become the site of the capital, and Frankfort (Franklin County) was chosen.

Yes. It was chosen as the first capital shortly after Kentucky County of Virginia became the 15th state on June 1, 1792. There was no territorial status.

It took some research to get this answer for you. I found out that in 1792 that when Kentucky became a state Frankfort promised to build a state house, so it became the capital.
