The idea of a web-based emailing system goes back to 1990's. Technology experts thought of this as a means of communication. It was however released as a beta version in the year 2004.
Gmail is an email made from Google that's why there is a g for Google in Gmail and not an "e" for just plain email. another way of saying it is Google Mail. "Gmail" but if you have no idea what it means, you can go with the other way!
I'm afraid that is not a feature currently, you can submit that idea to google though!

You have to be 13 years old to get a Gmail account. It is because children under age of 13 are not mature enough. They might not have an idea about the details of the system.
One can create a new account in gmail very easily by following the sign up procedure. The site takes one through it step by step and it can be done in a matter of minutes.
