In Pokemon HeartGold, you can find Rock Slide as a TM (TM80) in the Ice Path. It is hidden on the ground inside the cave. Head south after entering the Ice Path, and you will see a staircase on the left. The TM is located at the bottom of the stairs.

Sorry. You can't stop on the ice (it's some kind of puzzle). But here is the solution: 1. From the entrance of the stairs, walk one tile west, and then head south until you slide on the ice. You'll arrive on a tile of floor. 2. Slide just one tile south, hitting the rock. 3. Slide east. 4. Slide north, landing on another tile of floor. 5. Slide west. 6. Slide south. 7.
