Horace Greeley of the New York Tribune was invited by Confederate agents in Canada in 1864 to meet at Niagara Falls, New York to discuss ending the war. The Confederate agents, however, had no real authority to handle any negotiations. Greeley was the victim of a Southern manipulation.
