This is very much an opinion question. The 2010 Jamboree is a once-in-a-lifetime experience, but then so is Philmont. When I attended the Jamboree five years ago it was good, but in my opinion Philmont was more rewarding. If I were you though I'd try for the Jambo this year and then Philmont next chance you get. You can always go as an adult.
