The First Crusade was sanctioned by Pope Urban II. Whilst not being known as a 'crusade' back then, he did preach what in English would be known as a 'Great Journey' or 'Pilgrimage' to various bishops and lords at Clermont c.28th November 1095. Future 'crusades' as we have come to know them would be sanctioned by the papacy and the contemporary pope. So for example, Eugene/Eugenius III sanctioned the Second Crusade with the papal bull 'Quantum Predecessores' which roughly translates to "Our ancestors" or "The forefathers" which was a reference to the first crusaders. Innocent the III for example launched both the fourth and fifth crusades. This is the case with all AGREED UPON crusades (there's some debate over whether we can call any genocidal, religiously-motivated military campaigns 'crusades')Hope that helps!
