Between 1585 and 1592 sometime. It is more likely that he went toward the beginning of that period because it must have taken him at least some time to become established and confident and knowledgeable enough to write plays and have them produced.
When Shakespeare retired he left London and returned to his home in Stratford.

Shakespeare's children were born in 1583 and 1585. There is no record of Shakespeare in London until 1592. Scholars speculate that he went to London between 1590 and 1591.

He went to the city of London and avoided prosecution.
Well, not much. Shakespeare was away most of the time while Hamnet was growing up. When he died, Shakespeare was on tour in Kent because there was plague in London (but not outside of London, which was why the Chamberlain's Men were playing there, and why we know Hamnet didn't die of it). Shakespeare probably didn't get the news of Hamnet's death until after the funeral. He probably visited Hamnet's grave.
He was probably looking for work. Stratford may not have offered anything for someone with Shakespeare's abilities, so he had to look in the big city.
Shakespeare did his work in London to keep William Shakespeare alive.
